For a pack of this magnitude, it might be a good idea to add a simple password that users can remember like "zelda". 7-Zip also allows encrypting the file names so even if the archive is opened, the contents can't be viewed without the password. And as long as they can't open the compressed archive, there is no evidence that it contains copyrighted content (although custom textures do not breach any laws to begin with). My theory was that they somehow find popular files through a means other than the source of the files (like this forum). I don't think it's so much the file hosts that care, it's the entertainment software association who mistake texture packs for some kind of copyrighted work and force file hosts to take them down.
